Information and Communications Technologies (ICT) have been a big success in India and around the world. Because of falling costs and greater performance, some two in ten Indians have a mobile phone, and this number is growing rapidly.
However, ICT is more than just mobile phone connectivity -- it can be utilized for education, healthcare, job opportunities, infrastructure and agriculture. To harnass ICT for Development (ICTD), improvements in awareness, availability and accessibility (language and interface) are needed.
There are also important technology policy questions to address around ICT, including regulation, spectrum, open-access, universal service, broadband, security, and privacy.
